The selected office accommodation space for the Electorate Office will comprise of the following functional spaces and items:
- Reception/waiting area for up to 4 occupants at any one time including a built-in counter with forward facing wheelchair access to counter and fixed security glazing with parcel/speaking slot above. Consideration must be given to avoid direct line of sight from the counter to the enclosed office for the Member of Parliament and amenities.
- Waiting area adjoining automatic sliding entry door.
- Staff only door is to be located beside counter and should swing outwards for security purposes.
- Meeting room for up to 10 occupants at any one time accessible from the waiting area with second entry from general office area. Doors off the waiting area to swing outwards and the door to the general office area to swing into the room for security purposes.
- General work area to be open plan for three staff members with two fixed workstations and one electronic height adjustable straight desk.
- Enclosed office for the Member of Parliament should be no less than 15 square meters and include fixed workstation with modesty panel, display cabinet/coat cupboard and round meeting table for up to 4 occupants.
- Kitchenette and lunchroom dining where possible.
- Store room including space for data rack and communication equipment, archive boxes and bulky items (marquees, banners, corflute signs) and large letter folding machine.
- Utility area including space for a large multifunction device.
- Internal wheelchair accessible amenity, when space permits.
- Second staff only entry/exit point. Where possible this should be located at the rear or side of the tenancy and have sufficient distance away from the front entry for security purposes.
- Internal glazing to be considered for areas which require light transmission or visual awareness. All glazing to be provided along designated security barriers is to be 11.5mm thick anti bandit glass GJames “ArmaClear - Physical Attack Glass” (or equally approved).
- Glazed partitions to consist of full height 8mm thick clear laminated glass set into clear anodised aluminium frames at floor ceiling and partition junctions in accordance with AS 1288 and AS/NZ 2208 as applicable.
- Non acidic silicon to be used.
- Butt joints to multiples of glazed panels.
- Security glazing to be provided above the reception counter. This should consist of clear glazing to AS 1288. 11.5mm thick anti bandit glass with flat polished edges with arris for 50mm wide speaking slot and 80mm x 300mm parcel slots at the bottom. GJames “ArmaClear - Physical Attack Glass” (or equally approved).
Doors
- All doors should be solid core with acoustic seals and painted finish unless specified otherwise. Acoustic door seals, selected to maintain required RW sound rating of adjacent partition.
- Doorways to have a minimum 850mm clear opening.

Locks and hardware to be consistent throughout tenancy and meet AS1428.1 requirements.

Electronic strike locks with access points and key over-ride are to be installed for the control of doors into secure spaces (refer to Security Specification), unless specified otherwise.

Four (4) sets of keys and access cards/fobs to be supplied to the electorate office staff unless specified otherwise. In total 10 additional fobs/cards are to be supplied and stored onsite.

Locksmith Contractor to provide a “key register form”. Superintendent’s Representative (SR) to ensure that staff complete the form and return a copy to the Locksmith Contractor and Accommodation Officer – QPS.

Door closers are to be provided to all doors fitted with electronic strike locks and doors that should remain closed during office hours for security purposes.

Provide door mounted door stops to all doors, installed in a position that will allow full access clear of door furniture.

Where door viewing panels are required provide 1500H x 50W 11.5mm thick anti bandit glass GJames “ArmaClear - Physical Attack Glass” (or equally approved) with frosted film applied on the staff side with a 10mm clear cut out to latch side of door.
Ceilings
- Where a suspended ceiling grid is required provide a two way grid based acoustic ceiling system 600 x 1200mm Armstrong Ceiling Systems: ‘Global White’, Panel: Square Lay-in; Grid: Peakform Silhouette 15 XL2 Steel Exposed Slotted Grid.
Finishes
Floor coverings
Where carpet tiles are required allow for commercial – heavy use grade 500mm x 500mm carpet tiles, tufted textured loop, BCF Nylon Type 6.6 – Recycled Nylon Yarn/Fibre, 100% solution dyed nylon yarn with 2.2mm pile thickness and 6.5mm total thickness, installation method non directional, low PVC, low VOC and recyclable backing required. Preferred selection is Interface “Composure” range 4169 Pattern 000 (or equal approved).
Where vinyl sheet flooring is required allow for commercial grade homogeneous vinyl sheet flooring 2mm thickness to the kitchenette/Lunchroom and storeroom. Preferred selection is Armstrong Accolade Plus Camden Grey 5A503941 (or equal approved).
Paint
- Internal walls and partitions shall have two coats of low sheen acrylic, low VOC (volatile organic compound) wash and wear interior paint. Allow for Dulux Natural White PCWF5 (or equal approved).
- All doors to be interior paint finish, full gloss enamel.
- All painting is to be completed in full accordance with the manufacturer’s recommendations.
- The colour scheme should convey an image of professionalism and responsibility.
- Refer to Finishes Schedule for each project provided by QPS.
Window coverings
- Where visual privacy is necessary provide obscure glazing film applied to the inside face of window to suit site conditions. 3M “Dusted Crystal” (or equal approved) glazing film applied to inside face of glazing.
- If additional visual privacy is required (for example at night when the lights are on) and where not supplied by the Lessor, internal and external glazing can be fitted with commercial quality block-out blinds to best suit the application. Ease of operation, access, cleaning and maintenance must be considered when selecting blind type, positioning
cords and tracks. - External Shopfront glazing to be treated with tinted film to provide adequate glare and heat reduction. (e.g. 3M “Scotch tint” RE35NEARL Medium Performance Neutral or as recommended by installer for specific situations).
Workstations
QPS requires three fixed 2100 x 2100mm corner desk workstations and one electronic height adjustable straight desk 2100 x 750mm. Allow for 25mm thick EO board with laminate finish and matching rigid ABS edge Laminex White 200 Natural Finish (or equal approved) and black powder coat frames and legs. Allow for modesty panel in Members desk to match Members Cabinetry finishes, allow for workstation screens where required. Mobile pedestals required at each workstation. A minimum warranty period of 5 years is required on all parts and components and should have a minimum of 50% Australian made components/contents (refer to Furniture and Finishes Schedule for additional detail).
Loose Furniture
QPS has a standard suite of furniture to be included. A minimum warranty period of five years is required on all parts and components and should have a minimum of 50% Australian made components/contents (refer to Furniture and Finishes Schedule). All loose furniture in the waiting area must be fixed discretely by lanyard/anchor point sled base chairs are preferable.
Joinery
Provide joinery in accordance with specific products outlined in the proposed Colour Board (refer to Appendix) for each project:
Reception Counter
- Nominally 1200mm clear opening client side for PWD access forward approach to counter. Client counter surface to be disability compliant (between 830-870H). Overall size of counter to suit tenancy layout.
- Bench top constructed from a 30mm laminated Laminex Squareform (3mm round) and edged in matching ABS edge tape.
- Security glazing to be slightly recessed into the reception counter top. Glass should not extend beyond a maximum 2400mm high above finished floor level with bulkhead to underside of ceiling. Speaking slot 50mm wide top to bottom and parcel slot 80mm high x 300mm wide at bottom.
- Glazing to consist of clear glazing to AS 1288. 11.5mm thick anti bandit glass. G James brand “Armour Clear” or approved equivalent installed to manufacturer’s specifications.
- Open shelving below counter on staff side for brochures.
- Shop drawings are required and approval from QPS to be obtained before manufacture.
